The purpose of this circular is to set out a new approach to the arrangements that are
made for religious instruction and worship in the schools covered by this circular in
order to ensure that the rights of children to attend the school without having to
attend religious instruction will be conducted in a manner that takes account of the
likelihood, given changing demographics, of an increasing number of families wanting
to exercise their constitutional right to  withdraw.
Community Post Primary Schools where in addition to an Education and
Training Board (ETB) the patronage is exercised by one or more catholic
religious orders and/or a catholic diocese.
ii. All Education and Training Board (ETB) post primary schools ( other than those
where there is an agreement between the Education and Training Board and
Educate Together whereby the school operates as a non-denominational
school that is not required to provide for religious instruction).
 The existing Multi-denominational Basis for Religious Instruction or Worship
In establishing Community and VEC schools (now ETB schools) the State set a multidenominational
basis for religious worship and instruction that expresses
requirements that are common in the relevant governance documents of Community
Schools and the ETB schools concerned as follows:

As controversy grows over the matter, here we take a look at what the 7th Pay Commission originally recommended:
The mandate of the 7th Pay Commision with regard to pension was “To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the National Pension System (NPS).”
As on 01-01-2018, when NPS came into force, there were  51.96 lakh pensioners in the country, including from central civil services, railways, post, defence and defence cilians.
The Commission noted that, "For employees joining on or after 01.01.2004, the concept of pension, so far as Civilian employees including CAPFs are concerned, has undergone a complete change.
After the enactment of the Pension Fund Regulatory and Development Act, 2013, it is not the exclusive liability of the government to pay the pension."
"As per the new dispensation the employee and the government are to make equal matching contribution towards their pension. This dispensation is not applicable to the defence forces personnel," it added.
The commission made following recommendations regarding NPS:
1. Investment choices under NPS be calibrated on a life cycle approach and the choices be offered in a simple manner so that any lay person can understand and act accordingly.

7th Pay Commission: Prime Minister Narendra Modi's Independence Day speech from Red Fort ramparts in New Delhi has brought disappointment for about 50 lakh Central government employees along with an equal number of pensioners as they had been waiting for an announcement related to hike in minimum pay and fitment factor beyond the 7th Pay Commission recommendations.
7th Pay Commission: Expectations were hyped up to the skies that there would be good news about a pay hike on this national holiday. However, Prime Minister Narendra Modi's Independence Day speech from Red Fort ramparts in New Delhi has brought disappointment for about 50 lakh Central government employees along with an equal number of pensioners as they had been waiting for an announcement related to hike in minimum pay and fitment factor beyond the 7th Pay Commission recommendations. Looking at good monsoon and positive economic factors as well as the looming elections, many believed that the announcement would come on this big day.

The Prime Minister spoke about Indian economy's future growth and its becoming of a powerhouse in next three decades, but he avoided making any offer for the central government employees regarding their pay.

◆ In case of death, the nominee will receive 83,333 pm for 10 years. The annual premium amount for this assumption will be 7,576 and monthly premium will be 633.The above mentioned premium rate is for 1 crore of life cover for a 30 year old

healthy male for a policy term of 30 years with regular income payout option. The annual premium amount for this assumption will be 9179 and monthly premium will be 766.

Pay Matrix Table for Central Government Employees : Pay Matrix which is simple, transparent, predictable and easily comprehensible. During their interactions with the Commission, the stakeholders placed many demands, ranging from common entry pay, rationalization of the existing grade pay structure, common treatment of like cadres, transparent pay structure as also increasing the frequency of the MACP. The new pay matrix incorporates all these features: subsuming the grade pay, the rationalized matrix presents the whole universe of pay levels in one simple chart. The levels have been rationalized too, displaying a logical pay progression. Employees would be able to see their pay level, where they fit in and how they are likely to progress over their career span. The Commission has also recommended simplified procedures for computation of pension.
Pay Matrix Table : 7th Pay Commission has recommended the new pay structure for Defence Personnel with minimum of Rs.21700 and maximum of 250000. Revised Pay Matrix Table for Central Government Employees



During the last 2 – 3 months both print and electronic media are continuously reporting that increase in 7th CPC Minimum Pay and Fitment Factor is under serious consideration of the Govt. and National Anomaly Committee will give its recommendation to Govt. and orders for increased Minimum Pay and Fitment Formula will be given effect from April 2018.
We are reproducing below a letter from Govt. dated 30.10.2017 addressed to Secretary, Staff Side , National Council JCM stating that the demand for increase in Minimum Pay and Fitment Formula will not come under the purview of National Anomaly Committee.

Further Govt. has not yet constituted the HIGH LEVEL COMMITTEE for increasing Minimum Pay and Fitment Formula as assured by the Group of Ministers including Home Minister Sri Rajnath Singh, Finance Minister Shri Arun Jaitley on 30.06.2016. The so-called Senior Officers Committee has also not discussed this agenda even though staff Side has repeatedly demanded discussion and settlement as per the assurance given by Senior Cabinet Ministers.

Now 17 months are over. 32 lakhs Central Govt. Employees and 33 lakhs Pensioners are being continuously betrayed by the NDA Govt.
